This article discusses the optimization of the educational process of training specialists of law enforcement agencies by analyzing the functioning of specialized universities, which are complex organizational systems of law enforcement agencies. Objective and subjective parameters that affect the final result are highlighted. It is proposed to improve the quality of the final training of cadets by managing the study group based on comprehensive monitoring with subsequent expert research for effective management decision-making. The features of the approach used in the selection of mem-bers of the expert group are considered. It is proposed to use the "snowball" method when forming the members of the expert group, which is based on an iterative process of as-sembling experts by selecting them from a number of appli-cants, based on the methodology presented in the work. The group is considered to be formed either when the number of members reaches the maximum value determined by regula-tions in a particular case, or when the set of applicants has been exhausted, which is manifested by the absence of new possible options in the sample. The quantitative assessment of the level of professionalism of the members of the expert group was determined on the basis of relative competence coefficients, and the ranking of experts by the level of agreement between them was based on the determination of the variance and entropy coefficients of concordance
