ABSTRACT

The subject of the study. The regulation of the social and labor relations of industrial business systems of Russia, their contents from the point of view of the theory, and corporate practice is disclosed. Results. The essence of business systems and priorities of this regulation, new approaches of their planning, the increase of interest and responsibility, and also the increase of corporate culture and efficiency in Severstal public corporation are given. At last, regulation consequences such as the development of the competition and rivalry, distribution of an industrial know-how, formation of modern financial economic mentality of business systems employees and expansion of participation in management of the social and labor relations of the industrial enterprises are presented.

1. Введение

Актуальность темы исследования обусловлена необходимостью дальнейшего регулирования социально-трудовых отношений бизнес-систем (СТОБС) промышленности, которая является важнейшим направлением отечественных экономических реформ. Провозглашенная модернизация данной отрасли экономики России осуществляется медленно. Не исключение в этом смысле и регулирование социально-трудовых отношений. Более того, проявились многочисленные деформации, что провоцирует возрастание технологического отставания промышленности страны от государств с развитой экономикой. Положение усугубилось санкционной политикой ряда зарубежных стран, снижением мировых цен на углеводороды.

Следует учитывать, что за рубежом все большее распространение получает идея третьей промышленной революции, когда горизонтальные взаимодействия меняют энергетику, экономику и мир в целом, когда бизнес, предпринимательство становятся социальными, когда на смену современному хозяйствованию приходит новая (ранее не существовавшая) экономика. Во всяком случае, именно такой подход официально принят Европейским сообществом и Китаем и поддержан ООН. Причем он все больше находит реальную поддержку в попытках реализовать новую экономическую парадигму [Дирлав, 2007, 1, с. 336; Рифкин, 2014, 7]. Этим обусловлена необходимость исследовать регулирование СТОБС промышленности России.
