ABSTRACT

The technique for assessing sustainability of regional economic development based on applying diagnostics of system sustainability failure is used to explore dynamics of economic development of the Russian Federation and federal districts. The degree of development sustainability is assessed by dispersion of economic growth rates. The author’s findings reveal the increasing lack of sustainability in the development of the Russian economy as for the period of 2011–2013, which means that a new economic crisis may happen. Differences in the economic development of the federal districts in the period of 2008–2012 are observed. During the 2011–2012 period the Central, Northwest, Southern, North Caucasus, Volga, Urals and Siberian federal districts showed sustainable economic development. The economic development of the Far Eastern federal district showed the lack of sustainability and recessionary production decline.

Устойчивость экономического развития регионов страны постоянно привлекает внимание экономистов и рассматривается во многих опубликованных работах [1–9]. В большинстве работ устойчивость экономического развития оценивается на основе показателей, которые носят характер экспертных оценок или представляют собой агрегатированные финансовые показатели [1, 2, 4–9]. В ограниченном числе работ, например в [3], предлагается оценивать устойчивость развития экономики региона как устойчивость сложной системы. В этой работе предлагается прогнозировать социально-экономические показатели с помощью модернизированного метода Хёрста, моделировать на основе восстановления вероятностной функции распределения неравновесные потенциальные функции для оценки устойчивости региональной экономики и прогнозирования рисков [3].

Развитие мировой, национальных и региональных экономических систем характеризуется устойчивым в долгосрочных периодах экономическим ростом [10]. В краткосрочных периодах в отдельных странах, регионах экономический рост может быть неустойчив, может сменяться стагнацией или спадом. Л. Притчетт детально исследовал экономическую динамику стран современного мира. Он установил, что существует большое количество типов экономического развития, различающихся характером экономической динамики [11]. Л. Притчетт выделил основные типы экономического развития стран, различающихся характером экономической динамики. Он установил неустойчивость траекторий развития, которые могут приводить богатые страны к бедности и бедные страны — к богатству, что переходы от одного типа экономического развития страны к другому есть результат проявления неустойчивости. Эти переходы Л. Притчетт предложил называть поворотными точками. Поворотные точки отмечают переход к развитию с новым типом экономической динамики.
