ABSTRACT

The article deals with the current state of bilingual learning in the USA middle school education. Its development in the new modern conditions at different levels: state, local, school, community and others is elucidated. The necessity of studying the cultural and linguistic characteristics of national minorities in the school curriculum is shown. The author focuses on the reach experience in the implementation of bilingual learning and its further improvement in the United States, because modern American school tries to care of the dignity of all students, regardless of their ethnicity. The article says that at the present stage bilingual learning received some support and began to develop at a new qualitative level. Legislation Acts were updated, new academic standards that concerned the improvement of bilingual learning in particular were introduced. The author covers a number of decisions that have been made in favor of effective teaching of the students belonging to linguistic minorities, particularly Hispanics. The necessity of introduction of bilingual programs which are directed to support bilingual learning in the USA and instead of English-language approach to teaching students provide a bilingual approach is shown in the article.

Последние два десятилетия ситуация в американской системе образования относительно развития двуязычного обучения была неоднозначной. С одной стороны, предпринимались очередные попытки обеспечить доступ к обучению всем желающим, независимо от расовой принадлежности, финансового положения и пр., с другой стороны, финансирование общественного образования (в частности, двуязычного обучения) на федеральном и штатном уровне не было стабильным. Например, штат Виргиния (1997) финансировал только одноязычные учебные программы, тогда как штаты Мичиган и Нью-Мексико — исключительно двуязычные. Таким образом, назревала необходимость в пересмотре структурных элементов американского образования, в том числе двуязычного обучения, и создании общенациональной системы стандартов образования для удовлетворения нужд всех слоев населения страны.

Начало этому процессу было положено в 1991 г., когда президент Дж. Буш заявил о своих намерениях разработать программу «Америка 2000», которая предусматривала достижение вышеупомянутой цели. Что касается двуязычного обучения в США, то оно имеет богатую историю развития [2], сейчас активно поддерживается и развивается на многих уровнях: государственном, местном, школьном, общественном и др. Изучение культурных особенностей национальных меньшинств также предусмотрено в содержании школьных программ. Межкультурное образование и коммуникация в современных условиях, по утверждению О.Я. Гойхмана, приобретают поистине революционный характер [1, с. 5].

Соединенные Штаты Америки имеют уже достаточно богатый опыт реализации двуязычного обучения и постоянно совершенствуют его. Современная американская школа пытается заботиться о достоинстве всех учеников, независимо от их национальной принадлежности. Есть определенные трудности в обеспечении всей молодежи средним образованием, поскольку большая часть населения является представителем разных этнических групп. В социуме США функционирует около 300 различных языков, поэтому у большого количества населения есть проблемы с владением английским языком. Образовательные органы США постоянно стремятся к совершенствованию системы многоязычного обучения в стране с целью предоставления учащимся (в частности, представителям национальных меньшинств) высокого академического уровня знаний и языковой компетентности, поэтому считаем полезным обращаться к американскому опыту другим поликультурным странам, в том числе Украине.
