In article problems decision features of the goods delivery multilevel system are considered. The list of freight motor transport performance problems in the conditions of a big city, necessity of strategic and tactical decisions coordination at planning of production delivery system are specified. On example of cargo delivery two-stage systems model stages of location-routing problem decision are considered, complexity of its decision is marked
